Craig Cozza, a developer for whom Mount Washington has become a recurring battleground, was fined in housing court Wednesday for violations at a property that District Magistrate Jim Motznik said he believed "has become a public nuisance."
An excavated site since 2003, 1435 Grandview Ave. was written up for eight violations, for which Mr. Cozza was fined the maximum $1,000 each. The site was supposed to have been a 37-unit condo high-rise.
The violations against him included an unstable and partially rotting retaining wall, improper grading, rubbish, debris and weeds.
Mr. Cozza blamed lawsuits by neighbors and the recession for his lack of progress.
